Edit: There is one issue that I'm currently looking into fixing, if I can. It was even mentioned in the thread I linked to, but I didn't notice it as during my testing (and while doing the small video) it didn't happen to me. It's listed under Known Issues in the mod description.
I'm trying to script a workaround, even though my expertise is not scripting
Version: 1.1

Revise your character no matter what level you are, without resetting your stats, skills, traits and perks simply by activating a mirror.
There are three types of mirrors in the game. In the image gallery you'll see which one I've used, the more intact one. Simply activate it to revise your character. A box will pop up and the middle option is the one to choose. *Do not use either of the other two (see Known Issues).
There are 114 of these mirrors in the game. I'm pretty sure I got them all, but if I've missed any please let me know.
For those using the non-mirror version here are some commands:
Edit Name: shownamemenu
Edit Hairstyle: showbarbermenu
Edit Face: showplasticsurgeonmenu
Please Note!
==========
I recommend removing all enchanted items before activating a mirror.
Nothing permanently bad happens, it's just that when you exit the character creation screen your enchantments can sometimes be gone from the status screen. To bring them back just unequip and re-equip all your enchanted items again.
If you've been playing for a while and come across a mirror that you want to use or try out save your game before using it. *Hard save* Relying on quicksaves and especially autosaves is not a good idea. If you bork your save because of only relying on autosaves I will not be sympathetic. I'll just laugh at you.
Updates:
========
Version 1.1 - Simply activate a mirror (view image gallery for which one) to revise your character. I'll get a better cover image uploaded soon. The old version has also been re-added for those who may prefer it.
Known Issues:
============
Once these issues are fixed the main file will be updated.
- *Selecting Edit Name and/or Finished-Travel Onward in the pop up box results in the box not closing.
- The effect from Strong Back perk being wiped. Perk name and its effect on the status screen are still there, but the actual effect is gone, resulting in less 50 carry weight.
Please let me know if similar Perks are also affected (including DLC's) and I'll try and fix those as well.

Pistolero for the original question here.
Fonger for the suggestion to use mirrors. I'd started using gravestones...
