Sailing

All the provinces have sea coasts, so we assume they all have their nautical traditions. But which races have the reputation of making the best sailors?

The pirates in Oblivion appear to be a mix of all races, as do the other NPC's who have any nautical connections.

The Altmer and the Nords. The others can be great sailors of course, as I doubt seamanship itself is genetic, but the folks with the best reputation are unquestionably the Altmer and Nords. The Redguard and Bosmer are notorious for their pirates. Oh, and I wouldn't suspect the Khajiit of making good sailors.

It seriously annoys me how everyone thinks that the Altmer are a stale race with nothing going for them but magic, on a related note.

They have to have the best navy; how else are they to try and stop invasions from the Maomer and the righteous expansion of the cyrodillic empire?

Out of curiosity, is there anything that specified whether or not the Reman Empire extended to the Summerset Isles?

The First PGE makes it clear Remen's empire did not. Remen would have liked to think he had Alinor checked, but he never would have moved against them (think Cold War). He dealt them a ideological blow, with the opening of Alinor to his ambassadors, who were his visible authority, but that's about it. It isn't until Man one-ups the Sumursets with Numidium, where the isles are conquered.

According to the book, Khajiit don't normally sail at all except to move Moon Sugar when doing so across land is too difficult or dangerous.

Interesting though that both humans and elves, on opposite sides of the continent, each have their best sailor races (by reputation).

Out of curiosity, is there anything that specified whether or not the Reman Empire extended to the Summerset Isles?

Wasn't until the giant stompy bot came along during the rein of Tiber that Summerset was conquered.

They use ships. There's an Argonian captain in the Infernal City who owns and operates a ship, and is going to transport the main character to Leyawinn against her will, but she escapes him along with her Argonian companion. The reason they use ships is that the oceans and seas surrounding Argonia are filled with deadly sea drakes and other ancient monsters.
