Salmon Roe is the eggs form the Salmon in the rivers. It can only be harvested by catching or killing a "jumping" Salmon at the various waterfalls.
There have been reports of people harvesting from killing Salmon in the lakes, but that seems to be a bad misconception. None of those have been verified by any reliable source. Perhaps there might be some timing trickery or what have you, but I find it hard to believe the mechanics can be manipulated like that, when the Roe script is only tied to the jumping Salmon, in the first place.
