Hey guys I am past level 12 so I know I can spawn him but I've been to every inn and I haven't found him yet after 60 hours of play anyone know of any sure ways to spawn him

He spawns at level 14. I always get him in the first inn I visit after I get to the right level.

I've always spotted him in the Bannered Mare

I have seen him many times there, too. I have also seen him in Rorikstead (which I thought was fortuitous). I think I have even seen him in the smaller inns, like Nightgate or Hroldan.

Does Sam move around after he spawns? I am trying to recall if once he spawns, he is always at that particular Inn...

I don't think so. He's in Candlehearth Hall on one of my characters (level 52ish) and has never left.

Sam spawns at the nearest inn when you hit level 14, and he does not move around. In my current game, he's been in Ivarstead all the time, and i'm now level 44.

Whichever Inn Sam spawns at, her stays at. For Wolf it is Deadmans Drink, he has been their since he spawned. I had a heck of a time finding him on my Battlemage Derik, visited all the Inn's but one twice, finally found him at the Inn in Dawnstar . Didn't even remember Derik had been IN Dawnstar.

I wonder if he will spawn in the Ragged Flagon if I level up within.

I don't think he spawns there, or at the New Gnisis Cornerclub, or the Drunken Huntsman. I've only seen him in inns with rentable beds. For me, so far, he has spawned at the Bannered Mare (at least twice), the Bee and Barb, Candlehearth Hall, The Silver-Blood Inn and now Vilemyr Inn, and possibly some other place I've forgot about. But he would fit in quite well at the Flagon, I think.

I assumed he spawned in the Bannered Mare because that's where two of my characters encountered him. I was quite surprised when he showed up in the Silver-Blood Inn this last time.
