I got a quest from the minute men to deal with ghouls near sanctuary hills but the settler I am supposed to speak to is dead and not even at sanctuary hills, they're at a red rocket near the collegiate admin building

I don't know how long I've had this quest but long enough that I can't reload

Is there any way round this?

Could I find and kill the ghouls anyway?

Will this stop any more of these quests coming in?

I don't think there is so at least it's reported
