Sanctuary Settlers Can't Enter Structure

I made a large home in Sanctuary on the premade foundation next to the home with the cooking station. I noticed however that settlers act as if the building isnt there. Instead of walking through the opening on the concrete stairs, they keep attempting to walk through the walls as if they they don't even see the structure there. I even tried to tell Piper to go to the spot I pointed to inside the house but she told me that she couldn't reach it.

Is there some sort of trick to get the NPCs to adjust their pathways when it comes to obstacles? Could there be some sort of bug that's preventing them from either walking around or into the building? Any help would be appreciated.

It was my understanding that pathing around stuff you plan should happen normally..... If you put beds inside the structure, settlers should use them, walk around to the doorway, and all that sort of suchlike. Apparently, that didn't happen for that building......

Think I am going to try some experiments with that notion, and see what happens.
