Im starting a new playthrough on xbox and my goal is to save all ncpcs in the cities from vamp attacks. I know if i side with vamps and kill harkon the attacks seem to end but the dawnguard still have random attacks. If i side with dawnguard and i kill harkon does that end all attacks. Ive also tried fast traveling to stables outside whiterun/riften and waiting until 8am
