Could it not just create a new save folder for each character you make.
All new characters would have there own folder and cant be saved to anywhere else.

Id go for a simple layered tabs for each character, and a list of saves from each particular game on that character.

Fallout new vegas handles it much better in that every save has in the the name of the character and how long that character has been played and where you are right in its name.
