Saving skill points and perks

When you level up and you choose to not spend all your skill points and not pick a perk, e.g. cause you're waiting for a couple of awesome perks to open up, will they be saved for next level, or are they gone for good?

You can't finish your "level-up" without choosing a perk.

Makes sense.

Side question then: Can you boost your Intelligence (via Mentats or similar drug) just before you level up, and gain some extra Skill Points on that? Or does it always use your base stat? And how does that work with Implants? Do they count towards Skill Points as they're a permanent increase?
