I have looked for information about the unique Staff of flame on the UESP, but there is no mention of it being scaled to my level. My character is level 15 and I want to complete the quest related to the staff() now, but I also want the most powerful version of the staff. Does anyone know if this staff is scaled to my level or not? If it is, what level do I need to be to obtain the most powerful version of this staff?

It is not scaled. You can get it at any level where you are capable of defeating Lorgren.
