as topic states whenever i have and kind of screen up that has a scroll portion like merchant screens and such the scrolling thing will either go all the way the left right up or down by it self i can move it by moving the slider with the mouse but when i let go it instantly goes back to the left right up or down part of the screen. can anyone help with this?

The only thing that comes to mind is that your Mouse wheel is malfunctioning. (since the wheel can also move the menu sliders)
Does this happen with another mouse?
