I'm using http://www.tesnexus.com/downloads/file.php?id=25676 and the weather color ini tweaks mentioned in its readme.

Here it is, but unless you use Expanded Sounds you won't be able to copy the whole thing over in one go because ES changes the ID of some of the weather sounds (The Ambient Loop Sound IDs).
