Screwed up NPC run speed with console commands.

I somehow managed to make every human NPC run at about 100 run speed. I was playing around with console commands, and I can't really figure out how I did it, or how to fix it. So here's what I can remember that I did:

using "player.setav speedmult" and values between 10 and 25, I somehow made myself run at an absolute crawl. I looked like I was in slow motion. I couldn't get the same command to do anything at all to change my run or walk speed again, so I tried "setgs fmoverunmult" and it appeared that nothing was happening. Couldn't figure out how to fix it, because I didn't realize that holstering and unholstering my gun was required to get the runspeed to refresh. So I set it to something ridiculously high because I thought it wasn't working, then holstered/unholstered, and flew across the ground. So I set it back to something more reasonable, but my walk speed is still a crawl, and using setav speedmult still does nothing.

Then I didn't realize that humans run ridiculously fast still, since everyone in the town I was in was walking. So... any way to fix both my walk speed, and the NPC runspeed? I don't have a savegame, since I didn't realize anything was screwed up.

Well, I loaded my save again, and everything appeared to be back to normal somehow. I tried using playet.setav speedmult again, and like last time, it made me extremely slow no matter what value I put in. It's very weird. When I used that command AFTER modifying the setgs fmoverunmult value, it worked like it should, and just set me runspeed to whatever I chose, but if I use it first, it does nothing but make me a snail.

EDIT: I'm not really sure why I was using player.setav instead of player.modav, but modav always manages to work. However, it also always changes the run speed of every human NPC. Same with setgs fmoverunmult. Both commands work fine, but change EVERYONE'S move speed, not just mine.
