Screwy Taffington Vendors

Sorry if this has been posted before, but I`m having problems with 2 of my 4 settler vendors at Taffington Boathouse. My weapons store and clinic are fine, but with the clothing store and restaurant, I can`t initiate barter dialogue. (All 4 are tier 3 stores.) The restaurant vendor responds with the usual settler dialogue (good day is a full stomach etc.), but I can`t trade like with a normal settler. The clothing store vendor responds only with `huh`` or `yeah``, as though they were a random wastelander.

Oddly enough, I wasn`t able to build the restaurant at first (at my structure just south of the original house) as it didn`t appear in the workshop stores menu. But, when I moved my char over to the north end of the settlement boundary, that store appeared in the menu so I selected it, walked over to where I wanted it, and activated. When I got the dialogue bug, I thought that might have something to do with it. But I was able to build the clothing store at the spot I wanted it no problem, so was surprised when I wasn`t able to initiate barter dialogue with that vendor.

I found other posts on the net about having similar trouble with building the restaurant at certain parts of Taffington.

Would appreciate any suggestions, or maybe this is just a game bug. I tried re-assigning the settler to something else, scrapping the store and rebuilding, and then assigning back, but no joy.

Ok, this is now happening at Finch Farm. Tried reassigning the settler to something else, scrapping the store and rebuilding then assigning the settler to the store again, tried sending settler to another settlement then back again, tried disabling/enabling the settler in console, tried scrapping the tier 3 store (emporium) then rebuilding as tier 2 and then tier 1. Nothing helped. Found more posts on the net of lots of people having this same issue, with no solutions in sight.

Man, this game is soooooo bugged. (A Bethesda game bugged - gee, who'da thunk it?!)
