Scribe counter not training. Help? ... Please?

I'm playing an unarmed character, and I have 95 unarmed, no other combat capabilities to speak of and I'm currently looking at losing a week of play time because I cannot learn one of my coolest and most essential skills. When I started my journey towards Vegas I picked up Veronica figuring I'd travel with her for a bit. I heard she couldn't level up, but "that's fine I said, in the least she can open the brotherhood bunker up for me before she gets outclassed" I had no idea just HOW buggy she was until we started traveling.

Having my fill of this nonsense and it's associated reloads I told the otherwise perfectly likable girl she was a total downer and to go wait for me, back at whatever pit she crawled out from (well hole in the ground) and picked up Cass as a traveling companion. Low and behold quite a few levels and many real-time days of play later and I have a formal dress for somebody who can teach me how not to get my ass handed to me by Cazadors already. Heading to the 188 with an apology in one hand and designer necklines in the other I was suddenly made aware that there was a bug with her ability to teach me the scribe counter. This is like learning guns and discovering you don't get to aim them for me. So I know it's a known bug now by many, many people (people who I wish I'd talked to sooner) but what I can't find (very encouraging) is a work around. I'm playing on the 360 so console commands are out of the question, and even then I wouldn't have put up with hardcoe mode this long to nullify achievements now (which is still out of the question so blah). So does anyone have a solution to this? Would she magically teach me if I recruit someone else or finish her quest line?

The only thing that I've tried that's worked so far is reloading a game at a point where I hadn't even met her. And I'm lvl 6 there and broke as a stone. I'm not too eager to leave level 22 and my hundred thousand cap fortune behind. To make matters worse this would be my third restart due to bugs and my fourth over all (one of which I had to make after learning my secondary weapon choice, Energy Weapons, was seriously nerfed by selecting Wild Wasteland.) So anyhow. I'm kinda reaching my limit. I defended this game before but seriously, everything has a breaking point and I'm starting to feel embarrassed that I did. If anyone can help postpone the point I give up entirely I'd really appreciate it.

I don't know what you mean by that. But assuming you mean "If I never talked to her before" then yes. As an experiment I went back, used ncr armor from the primm tent to get into vegas, sneak attack murdered the top-hat guy who's name escapes me at the moment, got out of the casino, got her the formal wear and she taught me. That said, doing things that way invalidates quite a few quests, I don't want to do it that way, and that is 42 hours ago. I don't want to go back 42 hours. It's even more than that if you count reloads, deaths, exploration, times caught pickpocketing ect. I'd really just hope somebody knows a way to make it work from where I am. I thought by just avoiding quests and roaming the wasteland I could avoid the problems bugs had caused for me already. But somehow I made one slip and the bugs managed to find me.

I did a search and saw that you are one of the people who also ran into this problem. My condolences man. I guess you haven't found a way around either?

Yep, but i'm starting a new playthrough right now and haven't met her yet and I was wondering if I got the formal wear before ever meeting veronica for the first time if i could learn the counter then.
