Where could I find viable blood samples? What are they anyway?

They are random loot on killed creatures. It's easiest to visit a pack of feral ghouls, slaughter them and check each one of them.

Ferals seem to be the highest chance, but I've gotten them from lots of different creatures so don't forget to check them all.
