Scrolls Mod

Hi,

I was wondering if anyone knew of/would make a mod which basically makes the scrolls less...well...pointless. I believe I am correct in saying that in Vanilla, using a scroll requires both Magicka and a magic school mastery level (IE 50 in Destruction, etc). Surely this defies the entire purpose of the scroll, to allow unskilled players cast a more powerful spell just once and at a massive cost to their gold? For example, maybe my Level 2 Warrior could just about afford an Open Very Hard Lock scroll, to open that really difficult chest he will eventually come across, thanks to his 5 skill in Security. However, upon finding the chest, he realises he needs an alteration skill of 75, and more magicka than he has to open the lock with a scroll he bought!?

Basically what I'm asking is, is there a way to universally remove magicka penalties / skill requirement from scrolls? I am aware this may make them overpowered, but I could use Enhanced Economy to increase their cost and rareness to compensate XD

Thanks.

...?
How in the bloody hells did you figure that out? I mean, how?!

I've had no such problems with scrolls, ever. I've picked up potent scrolls such as Summon Rufios Ghost(Don't laugh, I use LAME, the scroll was altered by LAME along with the effect, making it the best undead summoning scroll in the game), or, like I'm going to do in a few moments to prove this to myself, add Annal of the Fire Nexus to a character still in the cgen dungeon then cast it.

They don't cost MP, they don't have any requirements on mastery level, and on top of that, I've never seen my scrolls do less then 100% of their written effect(that is, no matter how low your spell efficiency is, you'll always cast a scroll that deals 20 damage to one foe so that it deals 20 damage to one foe).

Kind of disturbing in my eyes, but somewhat in line with D&D mechanics(except that anyone can use a scroll, with no problems due to armor or fatigue). They're great, so long as you have the cash to buy them(and people sell the ones you want).
