You're using Vality's Bitter Coast addon alongside the one I edited. Don't do that >.>

Download TESPCD and check all of your mods for any with cell edits that overwrite Slart's tex fix.

Thank you for that link.

The conflicting mods are Lich Father Act I.esp, Illuminated Windows v1.2.esp, Ebonheart Fix.esp, DagoFel_Wel_v2.esp, Balmora Un-Mod.esp, and Morrowind Advanced.esm.

I copied Texture Fix 1.9.esm to .esp using Wrye Bash and put it at the end of the load order, which seems to have fixed the localized seam (har!) issue, but I'm not sure that's the best solution long-term... Any suggestions?

I don't think Illuminated Windows should give you any merde... not sure about Morrowind Advanced, though.
