Semi-auto on Assault rifles : more recoil than fully auto?

Why the hell does Semi-auto (single shot) have more visible recoil when aiming down sights than a fully automatic burst? What kind of logic is that? I experimented with the Grendel Assault rifle and Scar and their is significantly more visible recoil/muzzle-rise on the rifles when in Single shot mode than in automatic/burst mode. I thought Semi automatic mode was supposed to be more accurate for picking off enemies, instead the increased muzzle rise/recoil makes it more difficult. Try it with the Grendel, crouch down and try both fire select modes and I guarantee that the burst mode is much more steady. To me, that doesn't make much sense.
