I want to do this quest because I collect ever teddy bear I see for no reason. However, I can't find the girl, Melody, anywhere. I read that she is supposed to be in the Brahmin pen near Caesar's tent, however she is never there (oddly, the Brahmin is).

Is there anywhere else she may go or wander off to?

I found her there once at night and lacked the speech level (65) to talk to her.

Its a known glitch for her to disappear out of the cell...making her unreachable unless you're on the PC

That's what happened to me at least. But instead of getting her, I decided to just skip the quest

Her reference ID is 00122b98.. you can use this to either jump to her or spawn her at you.

Depending on where she is you might have to try both.

but if you're on the 360/PS3 you may be out of luck..

Sadly I'm on console. . .but I still really want that bear. . . .

Then there is no way of bringing her back unfortunately.

We can only hope that the next patch will do something to fix this issue as its a known and reoccurring bug.

Also, I tried to bring Melody back using a string of console commands on the PC and am also out of luck.

Even on pc you'd be screwed cause once she bugs out like that and gets stuck behind the gate, she will only say something stupid and pointless if you talk to her. You wont be able to get the quest.

on a side note..

fighting the 2 dogs to get that teddy was the hardest fight in the whole game for me.

had to steal weapons and armour from the fort and drop them in the arena before starting the fight.
