Well i finished the Main quest, and directly after Martin becomes a statue, Ocato and Jauffre starts fighting i leave through the door and come back, Ocato is gone and jauffre is back at Cloud Ruler, now i can't find Ocato i've checked everywhere, and thus i can't get my Dragon armor... ?

Have you checked the Imperial Palace at various times of the day?

If you're on PC, and you still can't find him, opening the console and typing "player.moveto 0001469A" will teleport you to his exact location.
