Serious framerate issues after power outage.

Hello all, I'm having a serious, persistent issue that despite my best efforts cannot be resolved, so I've come here. Basically, the framerate on my game is very poor after I momentarily lost power in my house while autosaving. Keep in mind, I've been able to run Skyrim on medium-highish quality along with about a dozen mods with no issues until this. Also, I've installed Skyrim with Steam, Legendary edition. Anyway, I've tried uninstalling all of my mods, deleting and reinstalling Skyrim(twice, in fact), and turning down the quality. I've looked at my CPU usage, nothing is taking up enormous amounts of memory. Every other game I have runs perfectly fine, only Skyrim has the issue. I'm at my wits end, could anyone give advice?

STEP 1:

Uninstall Skyrim again. (if you want to move your saves in a different folder, and your mods as well)

Complete uninstallation:

First do a standard uninstall. (Control Panel\All Control Panel Items\Programs and Features-> Uninstall The Elder Scrolls V: Skyrim)

Next, delete your skyrim folder under C:\Program Files (x86)\Steam\SteamApps\common\

Then delete your Skyrim directory under Documents\ My Games

Then under C:\Users\[Your Username]\AppData\Local\ - Delete the Skyrim folder that is in it.
(You should enable to see the hidden files under windows to delete that folder.) HOW: (View - Options - Folder Options - View - Advanced Settings: Show hidden files, folders and drives)

Use Ccleaner after all this (http://www.filehippo.com/download_ccleaner)

STEP 2:

Run a Windows scan disk first !!! -> http://windows.microsoft.com/en-us/windows-vista/check-your-hard-disk-for-errors

(Check Automatically fix file system errors + Scan for and attempt recovery of bad sectors) Follow the instructions. !!!

After run HD tune and check for error http://www.hdtune.com/- or even better a diagnostic program related to your Hard disk.

[So usually, either Seagate http://www.seagate.com/gb/en/support/downloads/item/seatools-win-master/ or WD http://support.wdc.com/product/download.asp?groupid=810&sid=3&lang=en ]

STEP 3:

Install SKYRIM without mods, and create a new character. !!!

Examine, what happens to your frame-rate ???

Well, if you install vanilla skyrim, to you get even then low frame-rates. ???

And all you other games playing fine ???

Hows about your HDD. It is working properly ??? (any errors ???)

Yep, still low framerate, and according to the programs you recommended, there are no errors on my drive. However, I may have found the problem. My friend told me to validate the integrity of the files on Steam, and according to Steam I'm missing a file. But, Steam never actually adds the file back, since each time I try validating again, it still says I'm missing a file and it will add the file. I'm not sure what to do.

Nope, unfortunately that's not your cure. !!!

This is normal for most Steam games. The one file that fails to validate, is a local configuration files that should not be replaced as part of this process. So, you can safely ignore this message.

Uninstall your drivers completely, and install those again. There is a mark to check, for making a clean Nvidia installation. !!!

Excuse me, but how does one uninstall drivers? I'm new to PC gaming and am not tech savvy.
