That doesn't sound right. The HD 4650 and HD 4670 were two years old last fall, and won't be included in a brand new computer (oops, you though it had a chip that good INTEGRATED in it?)

Tell us your preferred screen resolution, the graphics quality level desired, and your budget for the upgrade, and let's see what you may want to do based on that. Remember, Skyrim is going to be at least as hardware-demanding as Fallout NV, not nearly so generous as a five year old Oblivion is.

well i just bought and installed a ati radeon hd 4350 1gb gddr2 video card is that any good i got it from bestbuy for 50 bucks

It's only worth about $20 or $25 compared to the typical price everywhere on the 'net for the HD 4670 for about $65. I've said it a thousand times, "Worst Buy" rips everyone off for video graphics, and the cost of a cheap card is a terrible value. You can get an HD 5450 (today's version of a 4350) for about $40 or so, and for $55 you can get the HD 5570 that runs twice as fast, or the HD 5670 that runs three times as fast, for maybe $75. But you have to use PriceWatch and find where the good prices are, such as Amazon and Newegg.

For this game, if you don't care about anything newer, a 4350 would be above the minimum. Not a lot, mind you. Then, in a few months, when the Skyrim sequel arrives, you'll have to replace the thing, of course. It can't possibly work well enough for Skyrim.

If you're looking for a power supply and video card upgrade, please indicate a budget you're willing to spend.

When it comes to the maximum Bang fotr the Buck, Toms Hardware updates an article with that name every month. Any recent Radeon with a 670, 750, 770, and 8xx in its name is good. Geforces are much more difficult to discuss, because they don't try very hard to have the numbers mean the same thing every time, but a 450, 460, 470, and 580 are all good.

The average price, according to Toms Hardware, for an HD 5670 is $80, and Worst Buy will almost certainly push it to $100 or so, but it is still a good card for its class and even that high of a price. It only needs a 350 watt power supply from a recognized quality brand name, and many modern branded (normal size / shape) desktop PCs come with that size now. The various Dell & HP "slimline" PC cases come with undersize power supplies and require half-height add-on cards.

Cards that are more powerful, such as the popular Radeon HD 5770, need to have a 450 watt power supply from a recognized quality brand name PSU producer.

another possible issue you may have is that some dell pcs will only take half size cards...or at least they used to when i stopped using dells...might want to check that out too
