Hello! I've just added Mart's Monster Mod - Spawns - Reduced.esp to my list and gone to the testinghall to wait out the respawn. However, I can't wait there anymore because Oblivion will crash for whatever reason. Can I somehow wait out to cell respawn with timescale set to 10000 and just wait out the time for 3 days? Will that work?

You need to address why its crashing when you are waiting in the Testinghall, does it do this wherever you wait?
