Why is the number of special points lower by 7 than the actual total?

Because at least one point must be given to each attribute.

Because, you can't lower your SPECIAL stats to less than 1, so it doesn't count all SPECIAL stats set to 1 (1 STR, 1 PER etc), because you can't go lower anyways. Hope you understood.
