Is setting up a generic vendor different in FNV than FO3?

OK, I did this a dozen times in FO3 with no issues, but I'm pulling my hair out with FNV. :banghead:


All I want is a custom generic vendor - NO custom dialog options whatsoever. Just your basic, "Let me see what you have for sale" and "I need some stuff repaired". In FO3, I never EVER created the first quest (as the tutorial on the WIKI instructs) to set one up. All I had to do was create my NPC, set up their merchant container, and flag what I wanted them to sell and repair, and it always worked without a single problem. What am I missing here? Could it be something in Factions maybe?

(BTW, I'm only porting a mod I made for FO3 where she works perfectly, so this shouldn't be that dang difficult should it?)

Setup is as follows:

My NPC stays in the same cell 24/7 and AI package works perfectly. Basically sandbox and hit idle's for 18 hours, sleep for 6 each day. No problems.

Traits under Class: Vendor Weapons

Stats shouldn't matter but I set it for Barter 100 and Repair 100. (no auto-calc or leveling etc)

Factions: PlayerFaction, vMojaveCivilianFaction, vMojaveMerchantFaction. I have tried several different things but none seem to make a difference.

AI Data: is set to sell about everything and to also Repair. The rest shouldn't matter, but it's set to pleasant, friendly and what not.

I have the container placed outside of the wall and is set to Persistent. I also have the ownership of the container set to her, and she is set to Persistent also.

I don't see a single thing different from how I did it in FO3, but for the life of me I don't get any dialog options to trade or repair. It's really frustrating to set one up so easily in FO3, but cannot seem to get it working in FNV. Any suggestions or help would be appreciated. :icecream:
