What do I need to type into the config files to set a max limit on fps and set a different FOV?

Why would you need 200 fps? 120 is already enough if you have a 120Hz monitor...

I have 60 Hz monitor, but would not have refused over 200 fps.

A 60Hz monitor with 120 fps will not make any difference, it will still be the same as 60 FPS but with a 120Hz you can actually feel it being 120 FPS, but making sure your frames are exactly 120 or more.

Thanks. Just quickly though, I want my FOV to be at 80, do I just change the 65 in both lines to 80? Also, I just copy and past this in congig files yeah?

you're both right at some point, because you're not able to see more than 60fps on 60Hz monitor, but you can feel less input delay in game with more fps, which makes game feels more responsive.
