Setting SStartingCell not working for playtest

The details. I have built out my first dungeon using the wiki and have come to the part where it calls to playtest it. I have made the required edits to the SStartingCell and STestFile. When I went to test it in game it still brings me to the opening Jail Room. And so we all know, I have installed Oblivion on a different directory than my C:\ to ensure no problems with Vista and UAC.

Troubleshooting I have done:
- I checked that the SStartingCell and STestFile names are correct.
- Data .esp is loaded.
- First tried the Oblivion.ini in the My Documents folder. No luck.
- Changed bUseMyGamesDirectory to 0 in both Oblivion.ini and Oblivion_Default.ini. Made sure Oblivion_Default.ini had the correct SStartingCell and STestfile names. No luck.

At this point I don't know what else to try. I've searched this forum and can't find any information on that. What information I've found on the wiki page isn't very clear. One concern I have is that there hasn't been anything about setting the player's start location. But looking over the Oblivion.ini I think that is set with SStartingCellY and SStartingCellX. So not too concerned there.

Any help will be much appreciated. Right now I'm just trying to familiarize myself with the Construction Set. So far it has been very easy to pick up and this has been my first road block.

I seem to remember reading that SStartingCell is not for the Player. It is for NPCs that somehow get "disconnected" from where they're supposed to be.

How unfortunate. It seems weird that the wiki would even bring it up as an option. I suppose then, what are good ways to quickly jump into the game for testing? The option I see right now is starting a playtest game where I get the character out of the tutorial cell, save the game, and just load it up and teleport her to whatever cell I'm trying to test. Does this tend to be the standard solution?

That's what I do.
I actually have two test saves.
One just before leaving the sewers so I can change race or six.
The other on the road near Anvil.

One thing I've noticed, if you load a save where the PC is in an interior and you use coe, the terrain doesn't get rendered.
You see trees, grass, some rocks and buildings, but all the rest is invisible. Havok seems to be ok, but you're walking on invisible ground.
But if you load an exterior save, you can coc or coe without problems.

Thanks for the advice! One question. Does the wiki talk about how to set the players x,y position for when you teleport to a cell? I'd rather not have it teleport me to some random spot.

IIRC, the coc command will take your character to an XMarkerHeading, if there's one in the cell. A lot of cells have one, without any ref name, just for that. That covers not only the location, but points the character in the right direction every time.
