Yup. When I first heard Marcus from the Fallout lore (I didn't play 1 or 2), I was interested in him. And when I met him in Jacobstown personally, I am intrigued, because like Marcus, some super mutants are capable of being so wise and civilised, even surpassing wastelanders, like Uncle Leo from FO3 and that guy in Black Mountain who stopped you before going further and help you free the mutants from Tabitha... It's like they are really super mutants that are in ways superior to normal humans...
Anyway, back to the topic, for those who support the idea of a multi-racial (human+ghoul+super mutant) settlement like broken hills, I am in the same boat!
They'd realize that it is a game, and they might revolt and escape the Internet!
If those different settlements with those kinds of different economies are linked with the brahmin caravan system that Todd Howard mentioned, it might even come true!
It'd be awesome if you could restore a ruined vault, put people in there, close the door and rule them as Overseer with an iron fist.
Ok, I want two settlements.
A normal settlement, and at the center of that settlement a vault entrance to an underground vault. I am going to call it... vault city.
You just gave me an idea for the best guard tower....
Anyway it would be good if we can building 3 or so storeys high so I can make an entrance to the town like a medieval gate tower minus the iron gate.
I personally hope that we can find, refurbish, and reprogram robots from around the wastes, or even build our own 'Scrab-Bots'. As much fun as turrets are, they're not quite as cool as having actual robotic guards that move and patrol the town.
I plan to build a high-tech haven for the like-minded. Technology, Humanism, and Pragmatism will be the pillars of New-Canada (the character will be a Canadian-American immigrant).
i wanna make a raider clan, but at least trying to fit in with civilized society as opposed to the crazy raiders who keep human gore and viscera as decoration, think more like the Saviors from walking dead. I would love to be able extort local communities for tribute to keep themselves safe from both my group and others, honestly it would be fun to have a raider war because they attacked a town under my protection.
The implications of this new system is limitless! Honestly, after discussing this topic just for hours, I feel really impatient for Fallout 4 just to come out right now!

1) Being able to build underground / down
2) How high you can build? Eg: Tenpenny tower MK2

But you got point though, underground places are usually treated differently in the games as cells... So, yeah, maybe it will be not possible
