Well, I give all my farmers gas masks, and simply pretend they are breaking bad. it also helps with identifying which folks have jobs.

i have my farmers wear plaid, my guards were minutemen outfits and my traders wear fancy clothes, it's made settlement management a hell of a lot easier!
