sometimes when i travel around and check my Settlements values on my Pipboy, then sometimes Water goes down to 0 (Normal i have 16) i travel to my Base and all is fine and Water goes up to 16, why that happens ?

Second problem is that my moral goes down but nothing is missing ( Water 14, Food 16, Defense 82 and 14 People i have) moral is on 83.

I don't know if this is really a thing with water, but you say 14 Water, 14 People.

I noticed that, as soon as I gain a settler and my amount of settlers is equal to beds, even tho that means there is perfectly enough, my moral arrow points down.

So maybe having water above settler amount will bring it back up?

It bring the amount everytime back when i travel to that Spot, but i try it maybe then it doesnt disappear

The first problem is the result of a bug. Any of parameters can drop to 0 when you are outside, and it fixes itself when you visit the settlement. Happens to me all the time with Sanctuary Hill.

On your second problem: once the settlers have all their basic needs, they start desiring fancy stuff like furniture, decorations and electricity in and around their homes. However, they are so needy that I doubt it is even possible to reach 90 happiness (you may reach the size limit much earlier).

I've never gotten it past 80, but it hovers around there so I don't worry about it. 80 is good enough for me.
