I've noticed that some shop owners in Sanctuary Hills don't show up to their stalls on time or just roam around. It seems like they *eventually* go and stand in their stalls, but seem to have poor work ethic.

Not sure if this is really a bug, but it seems like if they are assigned to a shop stall, they should get there at 8 and leave at 7 or 8, or whenever they leave. I sometimes have to wait for an hour or two in the middle of the day in order to see them come out of hiding and go to their stall.

Please fix this roaming bug.
