My Settlement won't grow past 11

I have 9 char

198 defense

25 water

50 power

18 food

20 beds

have the beacon and so much more

it won't go past 11 people at sanctuary hills

please advise

Charisma lvl of your character?

Do you have a recrutement becon?

it can take a while for people to join your settlements op took my red rocket settlement a hour to grow from 14 to 15.

I had the same thing, my growth stalled at 8 despite having loads of spare beds, water, food, power, and defence. Charisma was 7, and the beacon was on. I left it for days (real and in-game) and it never budged past 8. I've also tried recruiting some travelling merchants to work at my emporiums but they've just disappeared from the game entirely.

i have char level 9 , yes i have a beacon. this has BEEN DAYS, it wont go past 11

One trick is to use one settlement as a recruiting station and then send new settlers to your BIG towns. I use the drive-in. I've just one permanent settler and one bed there. Two food and three water. It's so small that new recruits come fairly often. Then in workshop mode, I hover over them and send them elsewhere. Have you tried doing this yourselves?

the becon wont work there, set one up at the drive inn and force the drive inn settler to go to sanc

Make sure the beacon wasn't accidentally turned off.

I had the beacon working at sanctuary, it drew in my first generic settlers but then stopped.
