Settlements still bugged after patch 1.3

Hi folks.



Started a new game after downloading patch 1.3, so decided to give settlements another go.



Got Preston and the gang back to Sanctuary. Set up beds, food, water, defence. Got a quest from Preston to go to Tenpines (raiders at Corvega) and decided to go to Abernathy and get the Locket quest as well. Set up a settlement beacon and generator and recruited two extra settlers (for trade routes), all assigned beds and jobs. Scrapped the Settlement beacon (even when turned off and stored still registers the signal - lost or found signal). Then went on my merry way.



No fast travel during the game, cleared out Olivia with Codsworth, got quest from Tenpines. Decided to turn in all the 'Junk' at Sanctuary on way to Abernathy to complete the quest. As soon as I got within sight of the bridge (Minuteman statue nearby) the problem started......



40% beds, 80% water, 0% defence - as soon as I crossed the settlement 'build' threshold all totals instantly turned back to 100%. Happiness took a hit from 52 (when in build mode) down to 48 within 1 minute. I didn't even look in the Pip-Boy before hand until the messages appeared on-screen.



So that's the settlement issue rearing its ugly head again with just one settlement (Sanctuary) active!



I'm at a loss - there are no televisions, no radios and just one small generator (stored not scrapped like the Settlement beacon). The only thing I can think of is the generator - maybe just not have any power active or stored at all in any settlements (pain in the rear as wouldn't be able to have laser/missile turrets).



If anyone has any ideas I'd like to hear them - I must mention that I didn't have any issues with settlements after the initial patch when the game first released but have had issues since the 2nd patch dropped (1.2 I think)
