Settler Arming and Super Mutant Attacks Questions

I have two hopefully simple questions that I've had some difficulty finding answers to:

1.) How much ammo do I need to provide to settlers? In my two major settlements, I armed my security forces with better guns and ammo, and gave them a decent bit of ammo as well. When one of my settlements was attacked, they fought off the intruders so I went around to restock them on ammo, but discovered that, despite firing a number of shots, none of their ammo stocks were depleted.

2.) I seem to have a Super Mutant problem that no one else I've asked is having. I've started encountering "packs" of super mutants while traveling. Usually a Skirmisher with a gun and grenades, a standard one with a melee weapons, and, about one-in-three, a Suicider. One of them carries a note: "Super Mutants Orders." I thought it was maybe just me hitting a certain level, but my coworkers (who are further along in the game) say they have not yet encountered this. The big issue isn't the mutants themselves, but it's where they are spawning. I've had them repeatedly spawning right outside the Drive In settlement (very near the fast travel point,) which is my second biggest. I've responded by putting in an extra guard post by the gate where they spawn, giving my settlers some bigger guns, and loaded the area with turrets. The Suicider, when he spawns, has gotten too close for comfort a few times. I'm just curious, without spoilers please, is this part of some quest I unknowlingly instigated?

Packs of super mutants with that same letter on them spawn across the street from my Red Rocket...it's happened at least 4 or 5 times now when I'm there crafting and started around level 15 or so. I'm not sure about the settler ammo.

2. I've been running into that same pod of mutants since a fairly early stage in the game. It seems to be a random encounter and you're probably just lucky to see them so often.
