Settler population formula appears wrong

So 10+Charisma is the often quoted formula for max settlement pop. But either bug or design, i've had well in excess of that in my major settlements for long enough (40+ hrs of actual gameplay) that i no longer think the extra settlers are temporary or some weird temp effect from wearing cha clothes.

I have 7 char and routinely wear +4 when i sell/buy, which is at least once per game day. So ok, assuming clothing bonus doesnt wear off too quick and those bonus cha settlers are more or less permanent, that still makes my max theoretically 21 settlers.

But i've had 23 settlers now in multiple settlements for a long, long time. Enough time they are de facto or actually are permanent.

The only correlation I've seen is that i appear to get a boost to max pop based on how high my happiness is.

Either way.,for my game, 10+cha even including clothing bonuses as permanent, is too low to account for my number of settlers.

Anyone else seeing more settlers in gheir game than what the presumed 10+cha formula implies?

Well, that was what I thought - it's been posted in guides, this and other forums, so assumed that was the formula.

But from personal play, it appears that 10+Charisma is either incorrect, or not the whole story. Perhaps there is a happiness modifier that adds more settlers because so far only settlements I've gone well above this formula number are my major settlements where I have 85+ happiness and multiple copies of each of the happiness stores (restaurants, clothes, medical, and trade emporiums)

I never have bonus charisma because I love to wear my X-01 every single second. I do have maxed out 10 charisma.

Some of my settlements occasionally get 21 settlers. Also, every time I open up a workshop in a settlement with 20 or 21 settlers, the size bar isn't completely filled, so it does get me wondering at times.

BUT, I can't move any settlers to my settlements that have at least 20 settlers, so there's that.

Does that mean there is cap on how many settlers you can have per settlement? I've been up too 24 for Sanc. Hills.. But never higher. On one of the settlements.. I wasn't aware of the formula that Jaco posted. It's not something that's maxed out on my game... So if i would max it out, would i go over 24 settlers max?.... I wonder... :-)

Armor does not affect max population because you could put on +4 just to boost your population up than take it off when you are done boosting it and they do not want that.

And there are also consomables like mentats or alcohol that grants a temporary buff tho charisma (+5 for mentats and +1 -maybe 2- for some drinks i dont remember which one). I currently have 26 ppl in the castle by using buffs and stuff to pulll charisma high enough when needed. (8 charisma, 2 dress, 1 glasses, 5 mentats plus 10 base population, and i could push for at least 3 by raising chr to 10 and drinking).

So i dont think the formula is wrong, it worked each time i wanted to raised the pop. Maybe you had a temporary buff at a moment and forgot to reapply it?
