Is anyone having an issue when trying to use settlement shops? Every time I talk to the settler running the shop it triggers the trade menu instead, preventing me from purchasing. Is there a work around?

Have had it happen a few times thing that seemed to fix it for me was to fast travel away and return as long a you within the open times i think its 9am - 6pm for most shops.
