Settlers and Settlements, Need a little help please...

Posted here for possible spoilers responses.

SETTLERS:

1) Can the clothing / attire be changed with these looted clothing items? ( IE: Change someone out of T-shirt and jeans into Road Leathers) If so, How is it done?

2) Can they equip armor pieces ( Chest, arms, etc.) and if so, how is it done?

SETTLEMENTS:

1) Is there a formula / ratio for number of settlers in a single settlement? ( Evidence shown in some cases of anywhere from 30 - 60 residents)

2) Does the Size meter in workshop mode affect Happiness? Or is it just the building limit? Can this limit be increased? ( Have seen some massive constructions

screenshots / videos posted which I can't even build the foundation for.)

Yes. Same as above.

The number of settlers you can have is 10 + your Charisma. You can increase it with items, but I think I heard somewhere that 21 is maximum.

No, size does not affect happiness.

The limit can't be increased in the game, but if you are on PC there are already mods that do it. But using mods before the GECK is released is risky.

What I often wonder about it what makes one settlement more appealing then another?

Take Sanctuary Hills for example. Its power, water, food and security are all in the 100+ All the houses have beds. In fact I even made houses. And yet even with the beacon I set up, its number doesn't expand past 14 not counting any followers I might have sent there. And that includes the Minutemen group of 7 so really only 7 additional settlers moved in.

But then there is the Murkwater settlement. I had a quest from Preston to set a beacon there so I did. Its a little plot of land that seems to be under constant showers and is located in the middle of a swamp. There is part of a building and that's it. No food or water, beds.. anything. I happened to be looking through my settlements in the pipboy menu and saw there was 19! settlers there. No beds, food, shelter, security... NOTHING.

What makes the game decide what locations get how many settlers? Sanctuary should have been far more preferable. Heck in the several in game months that have passed, it hasn't come under attack. But no... 19 people seem to find a swamp with a small patch of land to be preferable.

Don't forget, you can always send settlers from one settlement to another. So there really is no reason why every settlement can't be maxed out with settlers. Though why some draw more than others initially is still a question without answer. Maybe it has to do with proximity to map density - north=sparse, south=populated?

How do you do that? I mean I've sent several as Provisioners, but is it possible to send them directly to another settlement?

Yep. Walk up to them in workshop mode, select them, and "Go" becomes an option, then just tell them which settlement to 'go' to.

I believe the 'move' option does that. The 'go' option is to assign them. Am I mistaken?

Until last night I thought that was the case as well. I had built up the Castle very well and then did not go back because it forces Settlement help request missions on you. Last night I was out exploring and I get the message that the Castle is under attack so I rush back and defend. When it is all over notice a LOT of settlers milling around so I check the workbench and I now have 30 settlers. I did nothing different with Castle then any other Settlement so I have no idea how I ended up with 30. Darn the Settlement part of this game is so freaking bugged.

21 isnt rly a Maximum as far as i know cuz you can increase it by chems,items you wear etc...(21 estimate is just derived from 10 base+11 for max Special charsima), but yeah dunno how you got to 30 though(i mean it is possibile with right gear and stuff)

I do have Charisma maxed out but I do not use any Charisma gear and rarely use chems to boost it. I have no idea how I ended up with 30. I wonder if it is level based some how, I just passed level 60.

Real possibility you are correct. :) I haven't done a lot with settlers..... just have a couple communities going fairly well. (as opposed to a bunch of them that aren't. :) )

As a note, some settlements start with a few Settlers named 'Settler'. These can't be sent to another settlement with the 'Move' command, but you can assign them to supply routes and re-assign them at the destination, which effectively moves them. I don't know why the move command is disabled for these... likely just an oversight or an attempt to force you to support a dozen or so tiny settlements instead of focusing on a few bigger ones. Only the settlers that arrive from beacons can be moved normally.

I have also found that it is possible to turn the beacons off..... Shut it down, and the generator as well, and hopefully, no one shows up. :)

You just need to switch a flip to turn em off and it works fine, normaly you will get 1-2 settlers anyway even if you turn it off 1s after activating it but no more will follow.

I noticed that as well when I was trying not to get new settlers. I've turned the thing off a few times as soon as I wired it for quest credit...and I always get 1-2 settlers showing up. It doesn't happen immediately though, but within a game hour it will. I wonder if that happens anytime a beacon is turned on with zero population... or just the first time a beacon is turned on for a town. If it's the former, then you could use that as a quick way to pump out settlers... although I've not yet had the desire to quickly gain settlers.
