Hey Ops, you said earlier that many of your friends have +30 settlers. I was wondering if any of them play on Xbox One? If it is only happening for PS4 users then it's probably a system-specific glitch.

Well, Xbox will be getting mods sooner which is why I got that over PS4. Plus, I don't have 8-hours a day for gaming so I only plan on playing a few games a year. Fallout 4 might be the only game I play for a very long time.
