The year is 4E 16, and the empire is beginning to make a full recovery from the oblivion crisis. After the crisis, a civil war between the provinces broke out, with the Imperial alliance (Summerset Isles, Valenwood, Redgaurd, Cyrodill, Elsweyr) fought a bloody war against the Confederate provinces (Morrowind, Skyrim, High rock, Black marsh) for 13 years. The confederate states, led by Morrowind, seceded after the empire refused to send aid to the provinces due to massive economic debt. Morrowind, along with the other confederate provinces, then seceded from the empire and attempted to begin a new government, based in Vivec. Enraged, Cyrodill gathered the loyal provinces and started their Imperial alliance, but did not attack Morrowind instead, they sent 5 diplomats to try and negotiate for the confederate provinces to rejoin the empire. Morrowind, instead, took the diplomats as prisoners and had them publicly executed along with many other imperial supporters.
The empire saw this as the last straw, and declared war on the confederate states. Sadly, the empire desperately underestimated the military capabilities of the confederacy, and was crushed in the initial attack on Morrowind. The empire was losing desperately until a new commander; Arcturus Illik defeated high rock and regained control of the province. Arcturus was promoted to General of Imperial forces and led a string of stunning victories against the confederates. Finally, in the final battle of Vivec, Morrowind surrendered unconditionally and rejoined the empire, along with the rest of the confederacy. In the battle, Illik lost his left leg, but was still championed one of the greatest heroes of the empire, and some speculate his is a divine figure.
The confederacy signed the treaty of Kvatch, which put extreme regulations on Morrowind. Morrowind and the rest of the confederacy was not allowed to have an army, the former confederate provinces were not allowed to have any independent government, and Imperial guards patrolled the streets of the cities and enforced imperial law. Unable to do anything about it, Morrowind humbly accepted the terms and the imperials once again placed their iron grasp on Morrowind.
Now, 1 year after the end of the war, strange events have been happening in Suran. Brutal and gruesome killings, by some unknown force, have been occurring. They are totally random and unpredictable, and the killings can happen to anyone. To attempt to bring civil order back to Suran, the empire sent Arcturus Illik to investigate. After a week of investigation, Arcturus was found dead in his quarters, and a note in his hand. When the note was opened, it read this: "See whose shadow is taller than his own soul" and was apparently written in Arcturus's own blood.
Now, Cyrodill and Morrowind are once again on edge, but neither can pinpoint who killed Illik. Now, the serial killer has sent out a series of notes, each with a red blade on them, to a group of normal people. And their destinies will become irreversibly intertwined with the fate of Tamreil, and they are forced to find out who is doing this, or they will have to pay the ultimate price...
You play this Rp as one of the people who received this note. You can be anywhere in Morrowind when you receive the note, but not outside Morrowind. The note will read this.
"You have been chosen. You are going to die in 4 days. Try and leave Morrowind, and you will die. I have sent this note to several others, and their names are listed here. (List of all the RPers Characters) you may try and stop me, but it will be futile. But if you insist, your first clue will be in Suran. Go. Your time is running out." attached is a teleport scroll leading to Suran.
