shields with spikes "enchant"

So the MQ has one of these shields in the dwemer cave, is it an enchantment or an unique weapon state? I honestly have no idea since I had a waaaay better shield and I didn't loot it, now that I think back it maybe would have been better to pick it up and disenchant it, and enchanting my ebony shield...
Anyone knows?

It's called the Blooded Targe and no, you can't disenchant it :P

I found this last night too was a cool shield works well with Ebony Mail. Tried but could not disenchant it.
