I know there are different ingredients in shivering isles, but doe they also have ingedients with new effects? maybe new kind of damage for example?

UESP has an http://www.uesp.net/oblivion/alchemy/alc_calc.php It icludes SI ingredients by default though it can be set not to include them.

There isn't anything new, just some of the ingredients give you a little better access to what's always been available.

The only real "new" spells might be conjuration spells that allow you to summon some of the new creatures found in the SI.
