Shortening load times in Skyrim

I used to know how to do this a while, but now I just draw blanks. I have searched far and wide on how to shorten loading times, but nothing I found has rung any bells. Maybe this community can enlighten me? Basically I recall somewhere in one of the Skyrim inis (I think) there is a value you can modify to change how long the game should wait for everything to load in the area it is loading and therefore shorten loading times. I don't think it is papyrus because I don't remember ever being ballsy enough to mess with that stuff in the long term. If anyone knows what I am talking about feel free to help a fellow Skyrim player out. I plan on hopping back into this game later this year after I get the Legendary Edition for PC. I currently have a pirated one, but I just can't get through it knowing it isn't legit. I do have a copy for 360 though. I am trying to remember all the little details so that I can get all the settings just right straight out the gate when I do get the game. I am OCD like that.

I remeber I read somewhere that it takes longer if you have many saves. So, keeping the saves you're not using in another folder might work. Also, I've noticed is that old saves take really longer the first time you load them, but I dont think that can help.
