We should be able to become liches.

Imagine it your an arcane caster then you become a lich, your powers increase, sure the villagers will run from you unless you use illusion magic on yourself but who cares.

To become a lich you need to be an extremly powerful mage, as liches are basically a powerful mage's way of escaping mortality, by becoming undead. As a lich you would be unable to do any quests (as everything would either run or kill you on sight), thus making it nothing but tideous in the long run. Atleast that's what I think.

That's a whole different school og magic, probably illusion. Just because you're a powerful mage doesn't necessarily mean you're powerful in the school of illusion. I'm not even sure if such a spell is possible? It have never been in any TES game, and I can't recall having read about being able to appear human either. I might be mistaken though.

There will be necromancy and necromancers just no joinable necromancer faction.

I Have played Old RPGs, But TES Isn't an old RPG Is it?
In fact its a completely different universe, just because one RPG Mages can become liches doesn't mean TES Mages can.

... except that the liches you fight in the games are exclusively humanoid spellcasters.

This. A Mage is a generalization of someone who studies magic deeply. A "Necromancer" is but a branch of a Mage's school of magic so, all Necromancers can be called Mages, it just so happens that they specialize specifically in Necromantic magic instead of all schools of magic. But I'm pretty sure those Necromancers know other ways of magic.
