The 220 is about the same power as the 9500 GT is. It'll play the game, the 9500 is by no means a bad card - but it simply isn't meant as a gaming card. It's probably worth it for mods and a better control scheme, but the graphics won't be going very high.
if you can upgrade, I'd absolutely recommend getting a midrange card (Nothing too expensive, less than $100 will get you a card that'll more than max the game out *with* heavy texture mods) and a bit more RAM. Not that 1GB isn't enough, but as soon as you start adding heavy mods the load will start adding up - and more RAM is always good. You could also use it as an excuse to upgrade to Windows 7, as it can make much better use of that RAM than XP can.

So yeah, I'd actually well underestimated the card. I still highly doubt you'll get a decent resolution out of it but you should easily match your PS3's 720p. Sounds worth a try, to me.
