As you can see in the screenshot below I have a mod which changes these topics but doesn't contain all the DLC entries. Should I create an override and merge all these entries or does it not matter?

They're fine. Most mods with NPCs will add even more on top of those. The priority of the quests they're part of determines which ones are heard or seen.
