This perk used to be pretty much useless until Nuka grenade.

Now i was thinking that instead of this perk, the ability to make Nuka Cola quartz and Victory should have instead been related to your survival or science skill.

Maybe 50 survival/science skill for Quartz and and 75 for Victory and 100 for Quantum.

Nuka Chemist wasn't actually useless before Nuka Grenades. If you look at it like this: unlimited nuka cola victories = non-addictive AP boosters (for those who hate addiction). It's better than taking the Action Boy/Girl perk twice cause you can get as much AP as you would taking both those perks. So its like taking two perk for the cost of one. Although if you don't care about addiction, than Jet is a good option and all its variants.

Nuka Quantum isnt even craftable i think, Not even with Nuka Chemist.

yes it does. But for those people who hate addiction, Nuka Cola Victory is non-addictive.

To bad we can't craft Yellow Nuka-Cola with the Survival skill :sadvaultboy:
