Now [censored] way. No more TES in Fallout, thank you very much. There's already too much of it as it is.
The armors can be better balanced to to separate from eachother and offer distinct effects over each other as "one piece" sets. This wasn't done previously (all there was was DR in Fo3 and DT+movement penalty in FNV), but it can be more easily done than trying to balance out multiple set pieces. Imo.

Let TES dumb its self down as much as it wants and let Fallout stay the same or branch back more to the originals.
It would be nice to be able to take a base armour and find junk and scrap metal in the wasteland and "modify" it to look certain ways.
You find a base X vault Suit - following options:
Use scrap metal and other junk to create a pauldron or vambraces on to your jump suit.
Treated leather to add belts and pouches for more weight distribution.
And some basic dyes form plants would be nice too.
Possibly stripping one getup with another to create a new one.
Of course that would be to much work and put on to other things.
Might work well with a mod though.
If there were crafting recipes like making Armored Vault Suit or being able to craft Leather Armor into Reinforced Leather Armor that would be cool.
And I would like there to be three armor slots instead of two (not counting glasses with a hat). Headwear, Armor, and Overcoat. I always get annoyed when I look at my Bounty Hunter Duster and my Reinforced Combat Armor thinking of how awesome they would look together but never being able to actual do it.
