You can currently, build houses, yet only to templates. I propose that they simply code in walls, ceilings, windows, chest, and all the other items not mentioned by name. You can then craft these and build your house across Skyrim if you so wished!

Bethesda is done adding/improving DLC for Skyrim so any discussion regarding such is moot.

I don't understand why they didn't include the option to build a wall or at the least a palisade out of some lumber to surround your home with. They seem rather vulnerable as undefended as they are after you get done building them. If a bandit chief can have some built, I know my girl can.
