Should you expect that some quests are a bit buggy?

I was just wondering, I have been playing Morrowind for about 20 hours now and I really like it. I play with the Morrowind Overhaul mod that is supposed to fix most bugs. However I have noticed some instances where quests seem to be bugged. For example there is a shop where to rats are locked behind a door. I opened that door and killed the rats, and then after spoke to the shop owner, he then say he has problems with rats.. but if you ask him about it to get the quest he just keep repeating it. I assume this is because i already killed the rats and this cause a conflict for the quest to officially start.

Also I have got some other quest that also seem to not be able to complete because I may have done something in the "wrong" order.

My question is if this is something you just need to get used to? Is it common that quest break like this?

Also, in Skyrim I think it was possible to wait for like 30 ingame days and most stuff would reset, is that something you can do in Morrowind to? For example, maybe if I do that the rats will respawn inside the door again and I could start the quest for example?

I played Morrowind since the original release on the XBox (prior to any patching of the game) and never ran into any bugs that stopped me from completing a quest. I did have some glitches that I had to reload an earlier save to repeat, but they worked the next time through.

As for the shopkeeper (Vivec Enchanter?), have you spoken with the actual quest giver? You get this quest from Rumours, and only 20% of the rats you need to kill are in the shop, the rest are somewhere else. So, if you have not killed those rats, then the quest is not complete.

Also, how you resolve one quest will determine how, or even if, you will get an additional quest.

And, you can fail quests in this game if you don't do everything you are supposed to do. Morrowind is not easy, the quests are not spoon fed to you, so you have to read your journal, talk to NPCs, and make sure your covering all the bases.

Yes it is the Vivec Enchanter, but that sounds like a bug then, why would you need to hear a rumor first about it if he tells you about the problem himself and you can actually ask him about it as a question?

Not a bug for this one. Your description of events sounds like you have not completed the quest yet. I don't recall if his exact words get copied to the journal, but his reply gave the clue where to continue. IIRC, the journal gives you details as well. Rumors give you clues where you can find quests, but not every rumor starts a quest. In this case, the rumor would have pointed you to him in order to get the quest, but hearing the rumor was not necessary in order to get the quest.
